Phelli is a master brewer, specializing in teas made from flora from both above and below the water. As a librarian, they are in charge of the world of Shylah, and have the responsibility of keeping track of information about all life under the water.
They are of the Swaial Family, Court of Touch, inspired by a Portuguese man-o-war jellyfish. They are a little person, around 3 feet tall, and their tentacles, which turns into hair, are almost 9 feet long. They are most often seen in a humanoid form, dressed as a pirate. Some say they came from a world where pirates were the good guys and ruled the seas alongside sea creatures of all kinds and sizes.
